File to be sent to DPP for advice – Traffic Chief

first_imgSoesdyke-Linden Highway hit-and-runTwo weeks after the fatal hit-and-run on the Soesdyke-Linden Highway, Police are still putting pieces together to complete an investigative file to be sent to the Director of Public Prosecution (DPP) for advice.This was related to Guyana Times on Saturday by Traffic Chief Linden Isles during a brief telephone interview.Isles, who confirmed that the main suspect has fled the country, was unable to say whether or not a wanted bulletin would be issued or what turn the investigation would take. He would only say that the policing team is continuing their investigation.Twenty-one-year-old Brian Basdeo was killed in the accident on January 19, whileDead: Brain Basdeoanother was injured.A source close to the investigation told this publication that the suspect’s father and brother were questioned by the police while a white Toyota RunX, suspected to be the car involved in the accident, was impounded.It was reported that the suspect left Guyana on Monday last, two days after the accident. According to the source, the car was found at the suspect’s Diamond, East Bank Demerara home. At the time of the discovery, the source revealed that the car’s bumper had already been changed but there were indentations on the side of the vehicle.The source added that the relatives of the suspect have since told Police that the driver of the car was not on the Linden-Soesdyke Highway when the fatal accident occurred since he and his father had an argument and he had left home, leaving the car parked.But according to the source, surveillance footage shows that the young man was imbibing at a bar at Soesdyke and later left in the same car to drop off his girlfriend who lives on the Soesdyke Highway.The source added that surveillance footage from another business showed the RunX passing from the Soesdyke Highway direction shortly after the accident.Basdeo, an auto body technician of Grass Field, Lusignan, East Coast Demerara, had travelled to the Linden-Soesdyke Highway to tow another car to his home to have it repaired.The car with the mechanical issue was being towed by another car driven by a friend of the now deceased man. As they moved off, the car that was being towed and steered by Basdeo started to make a loud noise.At that time, Basdeo shouted to his friend ordering him to stop. They both exited their vehicles to make checks.Another car then pulled up to render assistance and in doing so, they saw the white Toyota RunX approaching at a fast rate.Guyana Times understands that the man who stopped to help shouted for Basdeo and the other man to move out of the way as he ran to safety.Basdeo was reportedly stooping down to conduct checks on the vehicle when he was struck and tossed by the speeding car. He landed onto the roadway and died almost immediately.His friend, who attempted to run, was also struck by the speeding car, the driver of which did not stop to render assistance. He was rushed to the Georgetown Public Hospital where he was examined and it was discovered that his left leg was broken in several places. He was treated while Basdeo was pronounced dead on arrival at the Diamond Hospital.last_img read more

JCARR sends water changes back to ODA

John Kasich’s executive order to designate eight Ohio watersheds as “distressed.”JCARR voted 8-1 to send the rule back to the Ohio Department of Agriculture due to the proposed amendments to the Ohio Administrative Code possibly being in conflict with the legislative intent of the statue under which they were proposed.“What this essentially means is it will give us a chance to work with the new administration on these rules and there won’t be that pressure to get these things run through like it was being done under Gov. Kasich,” said Tony Seegers, director of state policy for Ohio Farm Bureau. “It went just as we had hoped it would. The committee, after our testimony and testimony of others, agreed with us and decided to tell the agency what’s called revise and refile the rule, so that rule has gone back to the Department of Agriculture.”Seegers said Farm Bureau and other ag groups had several concerns from a rule-making perspective.“Our first argument was it exceeded the statutory authority of the agency. Basically our argument is that the definition of agriculture pollution does not include commercial fertilizer and they were trying to regulate commercial fertilizer as an agriculture pollutant. It violated statutory intent for the same reasons. We said the justification for the rule in the business impact analysis was faulty because basically the report they relied on to designate eight sub-watersheds in the Western Lake Erie Basin was faulty,” he said. “Therefore, if those are faulty and that’s the reason why you’re doing these rules, then it’s based on a faulty premise. Also the fiscal analysis was not accurate because they said it would only add $1.5 million in state expenditure and would require only one additional person in each of the 13 counties for these areas. Our argument is it’s going to take a heck of a lot more staff and a lot more money.”Seegers said there is some optimism to the issues down the road with a new incoming administration.“Farm Bureau has been continuing to work on this water quality issue with all of our commodity folks and other partners, including the Nature Conservancy and other environmental groups,” he said. “We will definitely continue on in this new administration to work on these issues.”The full text of the JCARR finding is as follows:In accordance with Ohio Revised Code 106.022, the Joint Committee on Agency Rule Review finds that proposed amended versions of Ohio Administrative Code 901:13-1-11, 901:13-1-19, and 901:13-1-99 which were before the joint committee on December 10, 2018 may be in conflict with the legislative intent of the statute under which they were proposed (ORC 106.022 (B)) and that the department has failed to demonstrate that the regulatory intent of the proposed rules justifies its adverse impact on business (ORC 106.022 (F)) and but for this authorization, may have resulted in a recommendation to invalidate. Therefore, the joint committee authorizes the Department of Agriculture the opportunity to revise and refile the proposed rules to avoid these possible deficiencies. As stated in ORC 106.022, the Department is afforded a maximum of 30 days from the date of receipt of this finding to review this authorization and make any needed revisions before refiling the rules with the Joint Committee.In a statement, ODA Director of Communication’s Mark Bruce said, “We’re disappointed in this latest delay but we will continue to work and do what we can to improve the health of Lake Erie. The department is hopeful our recent efforts have started conversations for meaningful action, from all parties, that will accomplish our shared goals of improved water quality in Lake Erie and across Ohio.”Representative Steven Arndt spoke on the issue of water quality at the Ohio No-Till Conference on the day following after the announcement.“We passed the Clean Lake 2020 back in May and unfortunately, not any money has been utilized or directed at all,” Arndt said. “I can tell you probably within the next several days, we’ll be pulling the rulemaking process out of the Clean Lake 2020 to speed it up. By the end of the year, we’ll be releasing one third of the resources for the soil and water districts to start laying out those plans and strategies on those specific watersheds of getting those specific types of improvements — whether it’s a controlled water facility, an edge of field treatment, variable rate technology and subsurface placement — those plans will start to be worked on now immediately with the soil and water conservation districts. That was the hope with the Clean Lake 2020, to get the money out there on the street, making decent improvements now as opposed to having protracted the rulemaking process. It’s a good thing. Olympic dress rehearsal gives a glimpse of things to come in London

first_imgLondoners got a taste of things to come on Monday night as the opening ceremony rehearsal was followed by a lot of traffic woes on train routes.What’s called Metro in New Delhi is referred to as the Tube in London. It’s an old transport system and was tested fully as almost 45,000 people, including volunteers and a huge work force, showed up for the rehearsal.Despite the hot conditions, people came to catch a glimpse of the rehearsal as there was no way they were going to be inside the stadium in July 27.The fear that the city’s transport system could crumble under the pressure of such huge numbers became a reality as the transport system almost collapsed.The Tube and other lines into the Olympic Park failed miserably. Routes had to be quickly changed and there were a number of announcements about the validity of tickets on alternate routes. People had a tough time getting back home.Hackney Wick, which is in the neighbourhood of the main Olympic Park, saw tracks buckling in high temperatures, while the Central Line, one of the main lines, was hit by a dislodged traction rail at St. Pauls.Apparently, the opening ceremony rehearsal started at 7:30 pm and many people actually made it inside only at 9 pm. The real-time drill was getting painful for all, said eyewitnesses.According to London’s Evening Standard, Mayor Boris Johnson admitted services were “not perfect” when he got his 9 am Olympic briefing.In addition, Howard Collins, London Underground’s chief operating officer, admitted it “wasn’t a good start” to the Games and even apologised.The newspaper mentioned incidents where people who left home in Ealing and Chiswick at 4:30 pm took till as much as 8:10 pm and 9 pm to reach the stadium.The next big test for organisers will be on Wednesday, when the final rehearsal is held with an additional 10,000 performers and spectators — taking the total to over 50,000.Considering that the Britons criticised New Delhi for the Commonwealth Games during its preparations, London is now getting to feel the heat.As it is, people are upset that the Olympics are hindering their daily life. Not everyone, even in the oldest home to modern Olympics, is happy that chaos is happening on a daily basis.”Whoever says we will be as efficient as other host cities needs to know London is an old city.
