SA’s water saving campaign

first_img21 May 2007The South African government has started a massive campaign to reduce the high levels of losses in the country’s water distribution system.Speaking during her department’s R5.3-billion budget vote speech in the National Assembly last week, Water Minister Lindiwe Hendricks said there was still “unacceptably high levels of water losses in our system, high levels of wastage and inefficient use of water”.Some of the interventions being planned to curb wastage includes a national water-wise campaign, the investigation of the possible development of water conservation and demand management regulations and the possibility of introducing a national fund to support municipalities and other qualifying water users to implement water saving technologies.In addition, ministerial awards will be held next year to recognise those who have excelled in the areas of water saving and management, while a National Water Use Efficiency Information System will be set up to share ideas and approaches to improving the state of water use in the country.Hendricks said the new pricing strategy for charges for water use, that came into effect on 1 April this year, makes provision for, amongst other things, the establishment of a waste discharge charge system that is based on “a polluter pays” principle.“This system aims to promote the efficient use of water by recovering costs associated with mitigating resource quality impacts of waste discharge on our water resources,” she said.In what was her first budget speech, Hendricks said that she had learnt over the past year just how important water, sanitation and forestry was to society, “and the contribution these sectors play in economic development, social upliftment and in our quality of life.By contrast we are well aware of the degradation that results from lack of access to such basic services as clean water and adequate sanitation.”She said that the impact of the department’s activities over the past financial year, in collaboration with municipalities and other partners, saw a further 1.2-million people being given access to basic water supply, 250 000 households receiving sanitation, and 74 000 buckets being eradicated.“With the increased budget allocation of 19.9% in this financial year, improved cooperation with municipalities, and the increased drive by my department, we should see even greater impact being made during 2007/08,” she added.The Free Basic Water policy continued to have a positive impact with an estimated 76% of households benefiting from it.“While some are clamouring for an increase in the amount of free basic water allocated it is imperative that we first address the 7.2-million people who remain without access to clean water,” said the Minister.She said that the Working for Water programme, which uses community labour to remove alien invasive plants from South Africa’s river courses and water sheds, cleared over 7 900 square kilometres of land during the past financial year.In the process, it provided over 1.8-million days of employment for 29 000 people and, with a budget of R387-million, there were plans to expand the programme under the Jobs for Growth programme.“This will achieve the dual objective of creating employment while also contributing to improved water flows, rehabilitating our environment, and opening up agricultural land for more productive uses.”Part of the Working for Water programme is Operation Vuselela, where DWAF has partnered with the Department of Defence to clear invasive species from more than 5 500 hectares of Defence Force land, and providing 44 000 days of employment to military veterans.Source: BuaNewslast_img read more

first_imgMONTREAL – After seemingly being frosty to the idea, Quebec liquor stores will carry a special cross-country craft beer pack that celebrates Canada’s 150th birthday.A dozen breweries from Canada’s 10 provinces, Yukon and the Northwest Territories announced earlier this year they were banding together to create the unique 12-pack.Owners of the Trou du diable brewery, the microbrewery behind Quebec’s contribution, said on social media last week the province was balking at selling the collection of brews because the presence of the Quebec beer was not guaranteed in all the packs.That caused an uproar among beer connoisseurs, although it appears miscommunication was at the root of the decision to not sell it in Quebec.The beers are being sold in three different ways: the Red Racer Across the Nation Collaboration 12-pack including beers from every jurisdiction, and two different six-packs specifically for Ontario, where craft beers can’t be sold by the dozen.A spokesman for Quebec’s liquor corporation said discussions took place over several days with the distributor and he confirmed an order was placed Tuesday for the 12-pack, which includes the Quebec beer.“For us initially, we wanted to make sure the cases we were selling in Quebec contained the Quebec beer,” said Renaud Dugas.“There were some logistical issues with the distributor at that level, but we’ve managed to overcome those and the good news for Quebec clients is the beer will be available.”Dugas conceded that perhaps there was some misunderstanding in discussions around the smaller packs, a view that was shared by Daryn Medwin, vice-president of sales at Central City Brewers and Distillers, the British Columbia-based brewery behind the initiative.“Basically, the intent on this package was to be a 12-pack, so every province and territory was represented,” said Medwin.“The fact that we still had the 12-pack available to them was lost in translation. Cyclone Fani intensifies into severe cyclonic storm: IMD

first_imgNew Delhi: Cyclone ‘Fani’ intensified into a ‘severe cyclonic storm’ on Monday evening and is headed towards the Odisha coast, the India Meteorological Department (IMD) said.It could take a shape of an ‘extremely severe cyclone’ by Wednesday, prompting the government to put the National Disaster Response Force and the Indian Coast Guard on high alert, officials said. In its 9 pm bulletin, the Cyclone Warning Division of the IMD said the storm currently lays about 620 km east-northeast of the Trincomalee in Sri Lanka, 770 km east-southeast of Chennai and 900 km south-southeast of Machilipatnam. It is very likely to move northwestwards till May 1 evening and thereafter recurve north-northeastwards towards the Odisha coast,” the bulletin said. The NDRF and the Indian Coast Guard have been put on high alert and the fishermen have been asked not to venture into the sea as cyclone ‘Fani’ is expected to intensify into a ‘very severe storm’ by Tuesday, the Home Ministry said. The wind speed of a cyclonic storm is 80-90 kilometres per hour with wind gusting up to 100 kmph. In case of an ‘extremely severe cyclonic storm’, the wind speed goes up to 170-180 kmph and could gain the speed of 195 kmph. Light to moderate rainfall at a few places is very likely over north coastal Andhra Pradesh and south coastal Odisha on Thursday. The precipitation is likely to increase intensity with ‘heavy to very heavy rainfall’ at isolated places over coastal Odisha and adjoining districts of north coastal Andhra Pradesh from Thursday. Light to moderate rainfall is expected at many places. Downpour at isolated places is also very likely to start over coastal districts of West Bengal from Friday, the IMD said. The NCMC met here under the chairmanship of Cabinet Secretary P K Sinha and took stock of the situation. Chief secretaries, principal secretaries of Tamil Nadu, Andhra Pradesh, Odisha and West Bengal attended the meeting through video conference. Senior officers from the central ministries and agencies concerned also attended the meeting. The NDRF and the Indian Coast Guard are coordinating with the state governments. The home ministry has assured the state governments to release in advance the first instalment of the State Disaster Response Fund (SDRF), as per their request, a Home Ministry statement said. During the meeting, officers of all the state governments concerned confirmed their full preparedness to deal with any emerging situation arising out of the cyclonic storm. Further, the state government highlighted that there is a seasonal ban on fishing in sea up to June 14 due to breeding season. The state governments were advised to effectively enforce this ban According to the IMD, the cyclone’s landfall over Tamil Nadu and Andhra Pradesh is ruled out. However, the possibility of landfall in Odisha is under continuous watch. Regular warnings have been issued since April 25 to fishermen not to venture into the sea and asking those at sea to return to the coast. The IMD has been issuing three hourly bulletins with latest forecast to all the states concerned. The Home Ministry is also in continuous touch with the state governments and the central agencies concerned, the statement said.
